Władysław Mielczarski is a Life Professor
in Electric Power Engineering nominated by the President of
Poland in 2002 for his achievements in liberalisation of power supply
industry in particular the design of the Polish electricity market
structure and rules for planning and operation of the balancing markets.
He received his degree in Electrical Engineering, at the Technical
University of Lodz in 1973. He worked for two years as an engineer in
the power supply industry before he became a PhD student in 1975. After
three year study he received a PhD degree and joined the Institute of
Electric Power Engineering at the same university as a Lecturer. In
1987 he was awarded a DSc degree (habitation) and received a post of
Associate Professor.
Between 1991–1992, he worked as a Lecturer at Curtin
University of Technology in Perth, Western Australia. In 1992, he won a
competition for a post of Associate Professor at Monash University in
Melbourne. During his work at the Monash University, he was involved in
the introduction of electricity markets in the state of Victoria and
the National Australian Electricity Market. Between 1997 and 2001, he
worked as a consultant to Ontario Hydro Technologies on various
projects aiming at the introduction of the electricity market in
Ontario.
In 1999-2000, he designed the structure of the Polish Electricity
Market. The project was approved by the Polish government and
implemented in 2001 and 2002. In 2000 he worked out the balancing
market rules for planning and operation of the Polish power system and
implemented them in the form of computer programs (LPD & GMOS).
The systems were commissioned in September 2001 and still operate in
the Polish power systems. In 2004 he was involved in the preparation of
the “Energy Policy” approved by the Polish
Parliament in January 2005. In 2005 – 2006 he took part in
the preparation of the “Program for the electricity supply
industry” approved by the Polish government on 28 March 2006.
Currently Professor W. Mielczarski is a Leader of the Electricity
Market Research Group, which is organizing the International Conference
“The European Electricity Market” each year. He is
also working as a consultant to the power supply industry, the central
administration and the Polish Parliament.
Professor W. Mielczarski is a member of the European Energy Institute
the body consisting of 16 experts being a think tank for the European
institutions in energy area. He has published 10 books and
over 150 journal and conference papers including books published by
prestigious publishing houses such as Springer Verlag–
Heidelberg and Nova Science Publishers in New York.
W. Mielczarski is a Full Professor at the Technical University of Lodz
and he is the Head of the Electricity Market Research Group in the
Institute of Electrical Power Engineering.
